Data access, which systems are in bounds, example tasks for evaluation, and the result that counts as acceptable.
What development covers
The agreed workflow, tests against those examples, and deployment notes inside the project scope. Later support is a separate agreement.
Describe the work first
Include the workflow, the users and the timing. Scope, schedule and handover are written down before development starts.
